Texas grand juries rarely indict officers in shooting cases

Studies show U.S. grand juries indict in roughly 99% of cases — but officer-involved shootings are a stark exception. In Texas, grand jury proceedings are secret, and no-bill decisions often end cases before trial.

Texas removed mandatory grand jury review of police shootings in 2017.

Before 2017, Texas law (SB 11, 2015) required every officer-involved shooting to go before a grand jury. HB 974 reversed that, giving prosecutors discretion over whether to convene one.

Toronto's Danforth Ave. shooting in 2018 killed 2, injured 13.

A gunman opened fire on a crowded Danforth Ave. street during a summer evening. The attack prompted Canada to pass a national freeze on handgun sales and transfers, enacted in 2022.
