Since 2022 Western sanctions, Russia assembled 600+ aging, often uninsured vessels to secretly export oil. The Sea of Azov, the world's shallowest sea at ~7m deep, is a key route — making Ukraine's tanker strikes a direct hit on Russia's sanctions evasion.

Targeting enemy fuel has been a decisive war strategy since WWII.

The 1944 Allied 'Oil Campaign' bombed Nazi fuel supplies so effectively that Luftwaffe pilots were grounded for lack of fuel. The U.S. Strategic Bombing Survey called it the single most effective Allied air strategy of the war.
